Hoshyar Zebari Affirms Kurdistan’s Democratic Legacy While Denying Refuge to Criminals

The Kurdistan Region historically offers a safe haven for political dissidents and activists within Iraq. However, a senior Kurdish leader recently drew a clear line regarding who can claim this protection. Hoshyar Zebari, a senior member of the Kurdistan Democratic Party (KDP) Politburo, addressed this issue on social media. He stated that the region will remain a fortress of freedom. Still, he clarified that this hospitality does not cover individuals who face criminal charges.

This declaration follows a massive anti-corruption sweep by federal security forces in Baghdad. Iraqi Prime Minister Ali Falih al-Zaidi confirmed the arrest of forty-seven suspects during the first phase. The detainees include sitting lawmakers and senior administrative officials. Consequently, federal authorities seek to protect public funds and strengthen state institutions.

Shortly before Zebari’s statement, Kurdish security forces actively demonstrated this new cooperative stance. They arrested three prominent suspects in Erbil. These individuals include Ziyad al-Janabi, Hind al-Abbasi, and Mohammed al-Mayahi. Subsequently, Kurdish authorities transferred them to federal security personnel at the Sherawa checkpoint. The entire process followed formal legal requests from Baghdad and the Federal Integrity Commission.

This cross-jurisdictional handover proves that Erbil supports the nationwide enforcement of the rule of law. Furthermore, it highlights a maturing judicial relationship between the regional government and the federal capital. Zebari emphasized that the right to political refuge is entirely distinct from criminal immunity. Therefore, the Kurdistan Region will never allow its territory to shelter individuals who embezzle public resources. Through these actions, Erbil reinforces its institutional legitimacy. The region maintains its proud democratic heritage while ensuring criminal fugitives face justice in federal courts.
