KRG Begins Second Phase of Police Reform with Focus on Citizens’ Rights

The Kurdistan Regional Government launched the second phase of its police reform program and placed citizens’ rights at the center of the initiative. The Interior Ministry introduced this new stage to shift policing toward a service-driven and community-oriented model. Officials stressed that this approach strengthens accountability and builds real trust between officers and the public.

The ministry outlined clear priorities for the next phase. First, leaders want every police unit to adopt transparent procedures that protect individual rights. Next, they aim to improve training programs so officers respond more professionally during daily operations. They also plan to expand community-policing teams, since direct engagement helps officers solve problems faster and reduce tension.

Moreover, Interior Ministry officials emphasized that the reform depends on modern management methods. They now encourage digital reporting systems, structured evaluations, and rapid complaint-handling. These steps help citizens receive better service and allow officers to work more effectively.

The new phase also includes partnerships with international advisors. These partners offer technical guidance, and they share models that proved successful in other regions. The ministry believes that this cooperation will accelerate progress and support long-term institutional development.

Throughout the announcement, officials explained that the police force must act as a public service, not a force of intimidation. They said officers should treat every citizen with dignity, because respectful behavior strengthens stability and confidence across the Region.
