Minister Ahmed presented the comprehensive policy roadmap during a high-level strategic police leadership workshop held on August 30. International experts from the European Union Advisory Mission also participated in the collaborative organizational session.
This operational initiative forms a central pillar of Prime Minister Masrour Barzani’s broader Ninth Cabinet institutional reform agenda. Ministry leaders aim to enhance operational capabilities to address modern security challenges while adapting to evolving social needs.
Ahmed emphasized that genuine institutional reform depends directly on improving daily public service delivery for local residents. Public confidence in internal security agencies, he added, serves as the primary benchmark for measuring the program’s long-term success.
European diplomatic advisors provided valuable insights into modern administrative frameworks, community policing methods, and strategic institutional management. However, Minister Ahmed stressed that regional leadership must adapt international concepts to the region’s social and legal frameworks.
Academic institutions will update specialized training curricula to transform regional police colleges into dynamic strategic leadership hubs. New educational programs will emphasize decision-making skills, rigorous case analysis, and modern organizational management capabilities.
The integration of digital technology will streamline operational record management, criminal investigations, and administrative services provided to citizens. Consequently, automated administrative procedures will replace slower paper-based processes while increasing operational transparency across regional law enforcement agencies.
The ministry has also prioritized expanding career development pathways for female officers in administrative and operational command positions. Incorporating diverse demographic groups, officials said, will strengthen community trust while ensuring that law enforcement institutions better reflect the region’s societal makeup.
Regional police commanders will take direct responsibility for implementing these modernizing administrative directives across all districts. Meanwhile, international advisors will continue providing technical guidance to support the long-term success of the KRG police reform strategy.
