A senior delegation from Kurdistan has arrived in Baghdad for high-stakes financial negotiations with Iraq’s federal leadership. Simultaneously, the team aims to resolve urgent disputes regarding public-sector salaries and contested revenue deductions. This diplomatic mission represents a crucial test of institutional cooperation between the regional and federal governments.
Omed Sabah leads the Kurdish team alongside Amanj Rahim and Abdulhakim Khusraw. The officials are scheduled to meet with Iraqi Prime Minister Ali al-Zaidi and federal Finance Minister Falih al-Sari. Furthermore, they intend to safeguard the financial stability of thousands of civil servants in Kurdistan.
A major flashpoint involves the federal government’s policy on non-oil revenue. For example, Baghdad automatically deducts 120 billion Iraqi dinars from the region’s monthly budget allocations. Kurdish authorities argue that this fixed reduction is unsustainable. In addition, they point to a recent decline in the region’s internal revenues.
To address this issue, the regional delegation is proposing concrete alternative frameworks. In particular, Kurdish negotiators want all financial deductions to be explicitly tied to verified data from the Federal Board of Supreme Audit. Alternatively, the team is seeking a pragmatic compromise if an immediate transition proves unworkable. As a result, they are urging Baghdad to reduce the monthly deduction by half, to between 50 and 60 billion dinars.
The administrative calendar further amplifies the urgency of these financial talks. Baghdad has already begun distributing June salaries across the rest of the country. Consequently, regional authorities are pressing their federal counterparts to release public-sector wage funds immediately. This financial injection would provide essential economic relief to local markets.
Beyond the immediate cash crisis, the discussions also aim to institutionalize broader economic transparency. Accordingly, the delegation will review the implementation of the ASYCUDA automated customs system at regional border crossings. Earlier this month, both sides agreed to deploy this digital framework to modernize tariff collection. Ultimately, this modernization could remove a long-standing source of friction.
A separate regional delegation led by Abdullah Mahmoud has also embarked on a five-day mission to Baghdad. Concurrently, this specialized team is engaging with federal counterparts to secure equitable grants for the families of martyrs.
