PM Barzani Hosts U.S. Envoy, Discusses Oil, Budget, and Cooperation

Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani welcomed Joshua Harris, Charge d’Affaires at the U.S. Embassy in Baghdad, in Erbil for high-level talks. U.S. Consul General Wendy Green also attended the meeting, which focused on bilateral relations, regional developments, and security challenges.

Prime Minister Barzani congratulated Harris on his appointment and highlighted the importance of deepening diplomatic, economic, and security ties between the Kurdistan Region and the United States. Harris praised the Region’s strategic significance for U.S. interests in Iraq and the wider Middle East, reaffirming Washington’s support for strong partnerships with Erbil.

Both sides discussed the planned resumption of Kurdistan’s oil exports and the timely transfer of federal salaries and entitlements, crucial for stabilizing the Region’s finances amid ongoing nationwide budget disputes. They also explored expanding cooperation in multiple sectors, including energy, trade, and security.

The meeting comes at a pivotal moment as Iraq navigates a political transition ahead of the November 11 parliamentary elections. Analysts note that strengthening U.S.-KRG ties provides the Region with economic and strategic leverage during uncertain times.

Over recent months, Baghdad and Erbil have negotiated budget allocations and oil revenue transfers, which previously affected public sector salaries and regional projects. The Erbil discussions signal a renewed effort to stabilize Kurdistan’s financial situation, secure energy exports, and maintain regional stability.

The Kurdistan Region continues to present itself as a semi-autonomous partner that prioritizes international collaboration, economic development, and security cooperation with global allies.
